An asphalt plant in Madison County is closer to reality than ever before, now that a judge has overturned Madison County’s unanimous Board of Adjustment ruling denying the permit.

The BOA is preparing to sign the permit on 9/28/20 and construction on the asphalt plant can begin immediately. The asphalt plant owners must now seek an Air Quality Permit from the Department of Environmental Quality (DEQ). The DEQ must listen to the public, and if there’s enough outcry, must hold a public hearing.

As a citizen of Madison County, I am extremely concerned about the construction of an asphalt plant, right outside Marshall, NC, by Madison Asphalt LLC and request that the DEQ hold a public hearing prior to issuance of an air quality permit.
The proposed plant location raises several immediate concerns including:
1) Two other permitted polluting industries are already located at the site, how will the addition of a third polluting industry affect the air quality? The output from these other two industries NEEDS to be included in the air quality modeling for the proposed plant.
2) The location of the plant is subject to numerous temperature inversions and the data used for the modelling was gathered from a site far away from the proposed plant site, with very different topography. When inversions trap the pollutants, how can we be certain they will be below safe and allowable levels?
3) Due to the terrain of the site, the top of the stack for the plant will be located at the same height as some adjacent homes which are located less than 1200 feet away.
We ask that a public hearing be held prior to the issuance of an air quality permit, so that these issues can be fully addressed and understood.
